Trump’s ‘border czar’ vows he’s ‘coming to Boston and I’m bringing hell with me’

The Trump administration’s “border czar” took aim at Massachusetts law enforcement on Saturday, accusing the state’s police forces of neglecting their duty in targeting criminals who are in the country illegally.
Speaking at the Conservative Political Action Conference outside Washington, D.C., Tom Homan specifically called out Boston Police Commissioner Michael Cox, suggesting that the police department’s limited cooperation with ICE was a dereliction of duty. He added that he would soon visit Boston.
“I read a story last night: the police commissioner of Boston, you said you’d double down on not helping the law enforcement office of ICE,” Homan said. “I’m coming to Boston and I’m bringing hell with me.”
Homan appeared to be referencing an interview with Cox last Sunday on WCVB-TV’s “On The Record” program, in which the commissioner said that Boston police are bound by state law when it comes to federal immigration enforcement.
“You’re not a police commissioner, take that badge off your chest and put it in the desk drawer,” Homan continued. “Because you became a politician. You forgot what it’s like to be a cop.”
In 2017, the state Supreme Judicial Court ruled that state and local law enforcement do not have the authority to hold people solely to carry out a civil immigration detainer. However, that did not restrict their ability to enforce criminal law.
A city ordinance prohibits Boston police from participating in civil immigration enforcement but allows cooperation with ICE’s division of Homeland Security Investigations on criminal matters. Boston police have said the department ignored 15 civil detainers from ICE last year, though federal officials have disputed that number.
A spokesperson for the Boston Police Department could not immediately be reached.
Cox said in his interview with WCVB-TV that, in terms of state law, Boston police cannot keep immigrants in custody for possible deportation on a civil immigration detainer without a criminal warrant.
“From our perspective, what we tell anyone who comes to visit our city or lives in our city is that we don’t care about your immigration status,“ he said. ”What we do care about, is are you a victim of crime in our city, or are you a victimizer? We still hold you accountable for that, no matter what your immigration status is.”
He added that the department does not ask people about their immigration status, in part to encourage witnesses of crimes to speak to police without fear of deportation.
“We need people to come forward and communicate with us,” Cox said. “We are trying as always to make sure we build trust.”
It’s not the first time Homan has publicly sparred with officials from Boston. In November, he targeted Mayor Michelle Wu after she said that local agencies cooperating in mass deportations was “not something that is possible.”
“Either she helps us, or she gets the hell out of the way,” Homan said at the time. “Because we’re going to do it.”
