Trump administration tells federal agencies: Stop doing business with Harvard

The Trump administration is telling federal agencies on Tuesday that they should stop doing business with Harvard.

All federal agencies should terminate any existing contracts with the university or transfer them to other vendors as soon as possible, according to a letter signed by Josh Gruenbaum, an official at the US General Services Administration, which oversees federal contracts.

Gruenbaum is a leading member of the Trump administration’s antisemitism task force, which initially led the government’s extraordinary pressure campaign against Harvard.

The letter appears to be an attempt to sever any remaining business relationships between Harvard and the government, and represents yet another financial blow after the Trump administration moved to cancel nearly $3 billion in grants and contracts, much of it destined for biomedical research.

The remaining federal contracts with Harvard are worth about $100 million. They include a Department of Defense contract for management training and a Health and Human Services contract for research on energy drinks.

In the letter, Gruenbaum said that federal agencies should stop working with Harvard because, he alleged, the university engages in “race discrimination.” He cited evidence that emerged in a Supreme Court case about affirmative action in Harvard’s admissions. Harvard has said it has overhauled its admissions practices since a decision in that case banned race-conscious admissions policies in college admissions nationwide.

The letter also alleges that Harvard discriminates in its hiring practices, which the university denies. The Trump administration is investigating Harvard for alleged discrimination against men, white people, and straight people.

The focus on alleged discrimination in the letter represents a broadening of the government’s campaign against Harvard, which began with a focus on campus antisemitism. The letter also cites the university’s response to antisemitism as a cause for terminating federal contracts.

“We look forward to assisting you with terminating or transitioning these contracts‚” wrote Gruenbaum, who is Commissioner of the General Services Administration’s Federal Acquisition Service.

The final version of the letter, dated May 27, was obtained by the Globe. The New York Times earlier reported on a draft version of the letter.
